President Moon Jae-in's bigger-than-expected reshuffle of his security team sends the clearest message yet that he will restart the endangered Korea peace process and mediate U.S.-North Korean talks.
문재인 대통령의 예상 외 안보팀 개각은 대통령의 한반도 평화 프로세스와 북미 간 대화를 재개하겠다는 전례 없는 강한 메시지를 전달한다.
His choice of (former lawmaker) Park Jie-won as National Intelligence Service (NIS) director-nominee was the big giveaway. Park was instrumental in bringing about the first inter-Korean summit in 2000 between then President Kim Dae-jung and North Korean leader Kim Jong-il. Then he appointed Suh Hoon, the outgoing NIS director, as director of the National Security Office. Suh was a working-level official during the 2000 Korea summit, but was deeply involved in President Moon's 2018 inter-Korean summit with North Korean leader Kim Jong-un.
대통령의 박지원 (전 의원) 신임 국정원장 후보로의 지명이 큰 단서였다. 박 내정자는 지난 2000년에 성사된 김대중 대통령과 북한 김정일 위원장과의 역사적인 첫 남북한 정상회담을 성사시킨 주 역할자였다. 이어서 문 대통령은 서훈 전 국정원장을 청와대 국가안보실장으로 발탁했다. 서훈 신임 국가안보실장은 2000년 남북한 정상회담에서도 실무진으로 일하였고, 2018년 문 대통령과 북한 김정은 위원장 사이의 남북한 정상회담 성사에 깊이 관여하였다.
Together, they bring a deep reservoir of first-hand dealings with North Korea, raising expectation that dialogue between the two Koreas can begin again. To facilitate them, the President tapped two close political aides, Im Jong-seok as special adviser for diplomatic security affairs, and Lee In-young, the former majority whip as Unification Minister-nominee.
박 내정자와 서훈 안보실장은 북한과의 직접적 접촉에 많은 경험을 이 정권에서 유용할 수 있고 거기에 따라 남북 간 대화가 열릴 가능성이 높다. 이 둘을 (정치적으로) 보좌하기 위해서 대통령은 가장 긴밀한 정치적 보좌관들인 (전 비서실장) 임종석을 외교안보 특보로 임명하였고, 이인영 전 민주당 원내대표를 통일부장관 후보로 지명하였다.
The "forward deployment" of his most experienced and closest North Korea hands manifest the urgency to restart dialogue, with less than two years left in office and ahead of the November U.S. presidential election.
대통령이 그의 가장 경험 깊고, 또한 정치적인 측근 중 북한통들을 "전진 배치"함으로써 임기가 2년도 안 남은 이 시점과 또한 미국이 11월에 대선을 치르는 일정을 감안하여 남북 대화를 재개하려는 절박함을 표명한다.
Dealing with the North remains a tricky challenge. The tension that peaked with the demolition of the inter-Korean liaison office in Gaeseong, North Korea, in June has subsided into an uneasy calm.
대북한 관계는 항상 고난도 과제이다. 6월 북한의 개성연락사무소 폭파에 따른 긴장감 고조는 지금은 불편스러운 평화로 이어지기는 한다.
Just on Saturday North Korea's First Vice Foreign Minister Choe Sun-hui ostensibly set up a hurdle, saying the North does not feel any need to "sit face to face with the U.S." for dialogue that serves to tide over the U.S. political crisis. Choe indirectly referred to President Moon as thoughtlessly voicing an "intention to mediate a summit." Pundits however noted that Choe's message leaves room for negotiations in particular, with U.S. Deputy Secretary of State Department Stephen Biegun arriving in Seoul Tuesday.
그러나 지난 토요일 북한 외무성 제1부상 최선희는 북한은 미국의 정치적 위기를 다루려는 대화에 "대면할" 필요성을 느끼지 못한다고 발표하였다. 그리고 우회적으로 문 대통령을 지칭하면서 아무 생각 없이 "(북미) 회담을 중재하려는" 사람이 있다고 언급했다. 이런 발언에도 불구하고 전문가들은 최 부상의 발언에는 협상의 여지가 남아 있다고 판단했다. 왜냐하면 발언이 시점이 비건 미국무부 차관이 화요일 한국에 도착하기 며칠 전에 나왔기 때문이다.
Nominee Park has said that he will work for the country with utmost loyalty. Suh, who is expected to work mainly vis-a-vis allies ━ in particular the United States ━ has said he will deal with inter-Korean affairs with prudence but "at times will move boldly." Unification Minister-nominee Lee has stressed "creative alternatives" to restoring inter-Korean talks and discussing humanitarian exchanges. Chung Eui-young, Suh's predecessor, also remains in the dynamics as a key security adviser.
박 내정자는 지명 후 나라를 위해 충성심을 갖고 일하겠다고 했다. 서 신임국가안보실장은 주요 동맹국들은 특히 미국과 일하면서 한반도 상황에 신중하게 움직일 것이지만 "떄로는 대범하게 움직일 것"이라고도 말했다.
Their track records offer a glimmer of light in the current Korean Peninsula impasse. But the presence of these bigwigs all together on the team will require extra effort for close coordination within and without to restart dialogue.
신임 임명, 내정자들의 전력은 현재 한반도 교착 상태에 한 줄기 빛을 선사한다. 하지만 면면이 다 중진인 신임 안보팀 구성원들이기에 대화 재개를 위해선 이들 간에, 그리고 대외적으로 긴밀한 협조를 위한 노력을 기울여야 한다.
