Google Korea has been blamed for its lukewarm attitude toward preventing harmful and inappropriate information after the company was found to have implemented less than 10 percent of corrective action requested by the telecommunications regulator, according to a lawmaker, Monday.
한 국회의원이 월요일 구글코리아가 방송통신심의위원회가 요청한 시정조치의 10% 미만을 이행한 것으로 드러났다면서 구글의 불법·유해정보 차단에 미온적인 태도를 비난했다.
Rep. Park Kwang-on of the ruling Democratic Party of Korea (DPK) said the Korea Communications Commission (KCC) exposed 19,409 items of illegal and harmful information on Google Korea's services such as YouTube from 2015 to August 2019, but the company had completed 9.6 percent of its corrective action plan, removing only 1,867 items.
박광온 의원(더불어민주당)은 방송통신위원회(이하 방심위)가 2015년부터 2019년 8월까지 유튜브 등의 구글코리아 서비스에 불법·유해정보 1만9409건을 적발했지만, 구글코리아가 자체 심의를 통해 삭제한 유해정보는 9.6%에 불과했다고 지적했다.
Along with other content providers such as Naver, Kakao, Facebook and Twitter, Google has been employing the KCC's self-monitoring system since 2015 under which the company conducts its own screening to ensure its service remains clean.
구글코리아는 네이버, 카카오, 페이스북, 트위터 등 다른 콘텐츠 기업들과 함께 2015년부터 방심위의 '자율심의협력시스템'에 참여해 청결한 서비스를 위한 자체 심사를 진행하고 있다.
Claiming that Google has not carried out its responsibilities, the lawmaker urged the government to come up with a measure to force foreign companies to meet their social responsibilities.
박 의원은 구글이 책임을 다하지 않았다고 주장하며 외국 기업이 사회적 책임을 다하도록 강제하는 방안을 정부가 마련해야 한다고 촉구했다.
"Google Korea has maintained a passive stance toward the prevention of distribution of illegal information," Park said. "There should be a measure that mandates foreign companies to carry out their social responsibilities just like domestic companies.
박 의원은 "해외사업자인 구글코리아가 불법 정보 유통 방지에 소극적인 입장을 고수해왔다"라며 "국내 사업자와 동일한 사회적 책임을 다하도록 하는 조치가 있어야 한다"고 지적했다.
"Expert analysis showed that Google has abused its status as an overseas-based company, relying on its self-guideline system to dodge regulations."
그는 "전문가들의 분석 결과, 구글코리아는 국내법이 아닌 자체 가이드라인을 적용하며 해외사업자라는 지위를 남용했다"라고 덧붙였다.
With exposed items of illegal and harmful information reaching 4,102 up to August, Park said that figure could surpass 6,000 at the end of 2019.
올해 8월까지 적발된 불법·유해 정보가 4천102건에 달함에 따라, 연말까지 6천건을 넘을 가능성이 있다고 박 의원은 지적했다.
Content promoting prostitution or porn on Google services has increased by more than 40 percent year-on-year.
구글에서 성매매 및 음란물 콘텐츠는 전년 대비 40% 이상 늘어났다.
"The KCC requested local internet service providers from January to August to remove 2,504 items related with prostitution or porn on Google services," the lawmaker said. "The figure is expected to be 3,756 at the end of 2019, which is a 41.4 percent increase from 2,655 of 2018."
"방심위는 올해 1~8월까지 구글에 유통되는 성매매·음란물 2천504건에 대해 ISP(통신망 사업자)에 접속차단을 요구했다"라며 "올해 말까지 구글의 성매매·음란물 대한 접속차단 요구는 3천756건으로 전망되는데, 이는 지난해 말 2천655건에 비해 41.4% 증가한 수치"라고 박 의원은 설명했다.
Park added that Google Korea was also ordered to remove about 1,000 discriminatory, degrading, brutal, hatred and privacy-infringing items.
구글코리아가 차별, 비하, 욕설, 혐오 조장, 개인정보 침해 등을 위반해 시정명령을 받은 건수 또한 1천여 건 이상에 이른다고 그는 덧붙였다.
In response, Google Korea said it has been taking strong measures to reduce the circulation of profane content.
이에 대해 구글코리아는 불법·유해 콘텐츠의 유통을 줄이기 위해 강력한 조치를 취해 왔다고 반박했다.
"For instance, on YouTube, we have been thoroughly reviewing videos reported by users and those contents are removed if they violate the rules. For users who have made repeated or severe violations of our guidelines, their accounts are suspended," said a Google Korea official, adding the company has put transparency at the forefront.
구글코리아 관계자는 "예를 들어 유튜브에서 사용자들이 신고한 동영상을 철저히 검토해 왔으며, 해당 콘텐츠가 규칙을 위반하면 삭제된다. 우리의 가이드라인을 반복적으로 위반하거나 심하게 위반한 사용자는 계정이 정지된다"라고 말하며 투명성을 강조했다.
