The government has imposed an overseas travel ban on two men who refused to pay child support expenses to the respective custodial parents after their divorces, the Ministry of Gender Equality and Family said Tuesday.
이혼 후 양육권이 있는 부모에게 양육비 채무를 이행하지 않는 2명의 남성에 대해 정부가 출국 금지 조치를 내렸다고 여성가족부가 화요일 밝혔다.
It marked the first-ever imposition of an exit ban for delinquency of child support obligations, after a relevant law was revised in July to strengthen measures in such cases.
지난 7월 양육비 미지급에 대한 조치를 강화하기 위해 관련 법률 개정 이후 양육비 채무자에게 출국 금지 조치가 내려진 건 이번이 처음이다.
Under the revised law, the travel ban is applied to those who owe more than 50 million won ($41,700) in child support, and those who owe more than 30 million won and have also traveled abroad more than three times in the preceding year.
개정된 법률에 따라 채무가 5천만 원 이상이거나 3천만원 이상으로 최근 1년간 국외 출입 횟수가 3회 이상인 채무자의 경우 출국 금지가 적용된다.
The ministry said the two men, identified only by their surnames Kim and Hong, failed to pay 117.2 million won and 125.6 million won, respectively, in child support.
여가부는 김 씨와 홍 씨가 각각 1억 1,720만원, 1억 2,560만원의 양육비 채무를 이행하지 않았다고 밝혔다.
On Sept. 9, their respective ex-spouses demanded the imposition of the overseas travel bans.
지난 9월 9일 김 씨와 홍 씨의 전 부인은 출국 금지 조치를 요구했다.
The ministry gave both 10 days to provide an explanation, which they failed to do.
여가부는 이들에게 10일간의 의견 진술 기회를 주었지만 두 사람은 별다른 의견을 제시하지 않았다.
"We requested the Ministry of Justice to impose the ban for the two men on Oct. 6," a gender equality ministry official said.
여성가족부 관계자는 "10월 6일 법무부에 두 남성의 출국 금지를 요청했다"고 밝혔다.
The revised law calls on the government to impose the travel ban for parents who fail to fulfil child support payment obligations and disclose their name, age, occupation and address on the ministry's website, if they continue withholding child support payments.
개정된 법률은 정부가 양육비 지급 의무를 이행하지 않은 부모에게 출국 금지를 조치하며 양육비 채무를 이행하지 않을 경우 여가부 홈페이지에 이름, 나이, 직업 및 주소를 공개하도록 요구하고 있다.
The government has been enhancing measures consistently against those who fail to pay child support, which appears to have contributed to an increase in payment rates.
정부는 양육비 채무자에 대한 조치를 계속 강화해 왔는데, 이를 통해 양육비 이행 지급률이 높아진 것으로 보인다.
The figure stood only at 21.2 percent in 2015, but increased to 36.8 percent as of November 2020.
양육비 이행 지급률은 지난 2015년 21.2퍼센트에 그쳤으나 2020년 11월 현재 36.8퍼센트까지 올라갔다.
