Dogs starved, abused by dog groomer

A dog groomer in her 20s is suspected of illegally fostering dogs and neglecting them inside her home.

Earlier in May, CARE received a report that four to five dogs were being neglected at a home in Incheon's Michuhol District, where the dogs were confined in unsanitary and inhumane conditions. The dogs had been taken from shelters by a woman who is said to have falsely identified herself as a verified house sitter.

The group said it will take legal action against the woman as soon as they locate her and the missing dogs.
