Unmanned lodges enable teens to engage in illicit activity without legal shackle

An increasing number of teenagers in Korea are heading to unstaffed motels at night to use the venues to play computer games, raising concerns about the facilities' lack of monitoring against underage visitors.
컴퓨터 게임을 하는 장소로 무인 모텔을 사용하는 한국의 10대들이 점점 증가하며 미성년 방문자에 대한 관리가 부족한 모텔을 향한 우려의 목소리가 커지고 있다.
The issue has stoked further a more deeply troubling side effect of the facilities that they are creating a space for teenagers to engage in the illegal consumption of alcohol, prostitution and sex crimes.
이러한 논란은 10대 청소년에게 불법적인 음주, 매춘 그리고 성범죄에 관여할 수 있는 장소를 제공한다는 점에서 더욱 심각한 부작용을 부추기고 있다.
The lodges welcome visitors with kiosks at their fronts instead of concierge staff. The machines offer rooms to anyone who pays in advance, regardless of age. The facilities, because of the unmonitored check-in system and lax screening regarding customer age, are becoming more popular option for teenagers who are restricted from using PC rooms after 10 p.m. under the country's Youth Protection Act.
이러한 숙박 업소에서는 안내 직원 대신 무인 키오스크가 방문자들을 맞이한다. 키오스크는 나이와 상관 없이 선불로 결제하는 방문자에게 객실을 제공한다. 이 시설은 감시 받지 않는 입실과 방문자의 나이에 대한 느슨한 검사로 인해 청소년 보호법상 오후 10시 이후 PC방 사용에 제약을 받는 10대에게 인기 있는 선택지가 되고 있다.
These so-called "PC-tels" ― a compound of PC and motel ― aren't difficult to locate. One can easily find a list of PC-tels at popular online lodge searching brands using websites or smartphone apps like Good Choice or Yanolja. Users, once agreeing to provide their real-time location information through those search engines, can conveniently browse a list of lodges offering high-performing computers with pre-installed popular games ― like League of Legends or Battlegrounds ― in their vicinity.
PC와 모텔의 합성어인 ‘PC텔'이라 불리는 이러한 숙박업소 찾기는 그다지 어려운 일이 아니다. 웹사이트나 스마트폰 앱을 사용해 여기어때, 야놀자와 같이 인기 있는 온라인 숙박업소 검색 브랜드에서 쉽게 PC텔 목록을 찾을 수 있다. 사용자가 검색 엔진에 실시간 위치 정보 제공에 동의하고 나면 리그 오브 레전드나 배틀그라운드 등 인기 게임들을 미리 설치한 고사양 PC를 제공하는 근처 모텔을 편리하게 검색할 수 있다.
Various online "review blogs" created by those who have visited PC-tels provide even more visually appealing information to those interested in using the facilities. Many of the bloggers express satisfaction with the facility's clean environment, convenient amenities and how flawlessly computers performed when playing games.
PC텔 방문객이 작성한 다양한 ‘리뷰 블로그'는 시설 사용에 관심이 있는 사람에게 시각적으로 더욱 매력적인 정보를 제공한다. 블로거 대다수는 숙박 시설의 깔끔한 환경, 편리한 시설과 게임을 할 때 컴퓨터가 얼마나 잘 작동했는지를 설명하며 만족감을 드러냈다.
The country's laws don't ban lodging businesses from setting up computers at their rooms. However, boundaries are blurred when facilitating underage customers playing of R-rated games on their premises.
현행법상 숙박 업소의 객실 내 컴퓨터 설치는 금지 사항이 아니다. 그러나 미성년자가 숙박시설 부지 내에서 성인 등급 게임을 하도록 허용하는 경우 법의 경계가 모호해진다.
