Let's restore long overdue justice and common sense
지금이라도 정의와 상식을 바로 세우자

A year has passed since a crowd crush in an alley in central Seoul's Itaewon took 159 lives.
서울 이태원 골목길에서 159명의 목숨을 앗아간 압사 사고가 발생한 지 1년이 됐다.

It was a human disaster that could – and should – have been prevented had the governing mechanism and administrative system in this country worked normally.
관리 체계와 행정 시스템이 정상적으로 작동했다면 막을 수 있었고, 막아야 했던 인재(人災)였다.

However, neither the police nor the central and local governments did their job properly. In the aftermath of the catastrophe, officials passed the buck to one another. After the police investigated the police, no responsible officials are now behind bars.
그러나 경찰도, 중앙 정부도, 지자체도 스스로의 역할을 해내지 못했다. 참사 발생 후, 공직자들은 책임을 서로에게 전가했다. 경찰이 경찰을 조사한 결과, 책임을 져야 할 공직자 누구도 처벌받지 않았다.

At the top of this oversimplified accountability process is President Yoon Suk Yeol. "When it comes to accountability, you must ask those who have it," Yoon said after the incident. "Recklessly holding anyone responsible is not allowed in a modern society." So, the government has punished some lower-level officials and let all others get away with it.
지나치게 단순화된 책임 묻기 과정의 정점에는 윤석열 대통령이 있다. 윤 대통령은 사고 발생 후 "책임이라는 것은 (책임이) 있는 사람한테 물어야 하는 것"이라며 "막연하게 다 책임지라고 하는 것은 현대사회에서 있을 수 없는 일"이라고 덧붙였다. 그래서일까, 정부는 낮은 직급 공무원 일부를 처벌했을 뿐 다른 책임자들은 모두 풀어주었다.

Can this be viewed as common sense in an advanced modern society?
발전된 현대 사회에서 이런 결과가 상식으로 여겨질 수 있을까?

Since 2017, the size of the Halloween crowds in Itaewon has increased. Last year, working-level officials sensed it could grow to dangerous levels and asked their superiors to take some preventive measures.
2017년 이래로 이태원의 핼러윈 인파는 매년 늘어났다. 지난해, 실무급 공무원들은 인파가 위험 수준으로 커질 수 있다는 걸 감지했고 상관에게 예방 조치를 취할 것을 요청했다.

Their requests went unheeded. On that fatal day, two higher and directly responsible officials – the national police chief and the district head – were in the provinces on personal and political event-related duties.
이들의 요청은 묵살됐다. 돌이킬 수 없는 참사가 일어난 그날, 가장 직접적인 책임자인 두 수장 – 경찰청장과 용산구청장 – 은 개인적이고 정치적인 사유로 지방에 내려가 있었다.
