Monitoring anklets under fire after rapist attacks 22-year-old

Police on Sunday detained a rapist who managed to easily disable his electronic monitoring anklet before sexually assaulting a waitress last week.

The convicted sex offender, 42, identified only as Shin, allegedly removed the anklet several hours before he raped the victim, 22, late Wednesday at a motel in the central city of Cheongju.

Police found Shin's anklet at an apartment in Pyeongtaek, southwest of Seoul, Thursday. The device was designed to alert correctional officers when removed, but police said the alarm still wasn't working when it was recovered.

While these anklets are supposed to be unobtrusive, Justice Ministry officials now admit they may be critically flawed.

Shim managed to disable the device by simply banging the locator to a hard surface repeatedly, police officials said. He did not tamper with the band, which was connected to the sensor that sets off the alarm, and just took the anklet off after the locator was silenced.

"The anklet probably was functioning normally in the way it was designed. But the device has its limitations,'' said an official from the Justice Ministry's crime prevention department.

After eating at a Pyeongtaek restaurant where the victim was working, Shin offered to drive her home before taking her to the Cheongju motel instead and raping her. He then drove and dropped her at a street near the Suwon City Hall after midnight.

After tracking his mobile phone signals, police nabbed Shin in Anseong, south of Seoul, Sunday morning.
