Hwang Ju-hong of agriculture committee lauded for active legislation

Rep. Hwang Ju-hong of the minor opposition Party for Democracy and Peace (PDP), who chairs the National Assembly's Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee, has been acknowledged by Assembly Speaker Moon Hee-sang for his active legislation activities.

"The Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee is the most outstanding, active and passionate committee among those at the National Assembly, and its handling rate of bills recorded the highest with 52.9 percent," Moon said during his luncheon meeting with members of the agriculture committee held at the National Assembly's main building, Tuesday, adding that the figure is "overwhelmingly higher" than the 29.1 percent average of all committees at the Assembly.

Moon appreciated Hwang's efforts as committee chairman as well as its other members, especially noting that Hwang has proposed the largest number of bills among around 300 lawmakers of the 20th committee.

The speaker called Hwang's accomplishment "a tremendous achievement," encouraging legislation activities by Hwang and the agricultural committee.

"The fact that one standing committee could achieve this highest legislative performance was because there were outstanding chairmen and assistant members," Moon said.

When a lawmaker proposes a bill at the National Assembly, standing committees bring it to their legislative subcommittees to judge it. If the bill is passed by the legislative subcommittees it then will be presented at a plenary session of each committee to refer it to the Legislation-Judiciary Committee to judge if there was any illegality, before it finally goes to the Assembly's plenary session to become a law.

Moon's acknowledgement of Rep. Hwang and his committee came at a time when the National Assembly is seeking to recover the public's trust in the "working" Assembly a week ahead of its relevant revision act, which will come into effect July 17. The core of the revision act is to let each standing committee have more than two legislative subcommittees, while holding legislative subcommittee meetings more than twice a month on a regular basis.
