Shelve ‘megacity' plan until after parliamentary polls
‘메가시티' 논의는 총선 이후로 보류하라

Koreans compare Seoul to a "black hole" or a "devouring beast."
한국인들은 서울을 "블랙홀"이나 "집어삼키는 짐승"으로 비유한다.

The capital city eats up everything ― industry, culture, and education ― leaving little for other areas. The Seoul metropolitan region covers slightly more than one-tenth of the country's land area, but half of the country's population lives there.
수도 서울은 지방에 거의 남겨주지 않고 산업, 문화, 교육 등 모든 것을 집어 삼킨다. 인구의 절반이 본토의 십 분의 일을 조금 넘는 크기인 서울특별시에 산다.

All governments, conservative or progressive, have tried but failed to disperse the concentrated national administrative bodies to the rest of the country. Last Thursday, the Yoon Suk Yeol administration also unveiled a plan to revive languishing provinces for balanced national development. It was natural and desirable for Yoon to turn his campaign pledge into action.
보수, 진보를 아울러 모든 정권은 편중된 국가 행정기관을 다른 지역으로 분산하려고 노력했으나 실패했다. 지난 목요일 윤석열 정부 역시 균형발전으로 쇠퇴하는 지역을 되살리기 위한 계획을 발표했다. 윤 대통령이 자신의 캠페인 공약을 실천하려는 건 자연스럽고 바람직한 일이다.

On the same day, however, the ruling People Power Party (PPP) launched a committee to incorporate Gimpo, a small city northwest of Seoul, into the sprawling capital. "We will positively consider letting other adjacent cities into Seoul if their residents want it," the party's floor leader said.
그러나 같은 날 여당 국민의힘은 서울 북서쪽 작은 도시인 ‘김포'를 비대화하는 수도로 편입하려는 위원회를 출범시켰다. 국민의힘 대표는 "주민들이 찬성한다면 인접 지역을 서울에 편입시키는 것을 긍정적으로 검토 중"이라고 밝혔다.

It was unusual for the PPP, which looks to Yoon before deciding on anything, to counter to him. Even more unusual was the president's acquiescence.
무엇을 하든 윤 대통령에게 묻는 국민의힘이 그에게 대항한 건 평소와 다른 움직임이었다. 더 의외였던 건 대통령의 묵인이었다.

Politics explains why. In the last parliamentary elections, the PPP won in only seven of the 59 precincts in the greater Seoul area, which also refers to the surrounding Gyeonggi Province and Incheon.
정치는 그 이유를 설명해준다. 지난 총선에서 국민의힘은 경기도와 인천을 포함한 수도권 지역 선거구 59곳 중에서 7곳에서만 승리했다.

The "Megacity Seoul" idea could be a game changer. Or so thought Rep. Kim Gi-hyeon, the PPP leader. In conclusion, however, Kim should drop his gerrymandering plan. If he doesn't, Yoon must force him to do so.
"메가시티 서울"은 게임 체인저가 될 수도 있다. 혹은 김기현 국민의힘 대표는 그렇게 생각했을 것이다. 그러나 결론적으로 김 대표는 이 게리맨더링(선거구를 자기 당에 유리하게 변경하는 일) 계획을 포기해야 한다. 그가 멈추지 않는다면 윤 대통령이라도 그렇게 지시해야 한다.
